Independence Day 2023 began with the annual reading of the Declaration of Independence on the steps of City Hall, organized by the Garrison Players Arts Center. The Garrison Players have been reading the Declaration of Independence for nearly 20 years, a tradition started by former Dover Mayor Wil Boc. This year's Founding Fathers performers were Don Briand as John Adams, Tom Dunnington as Benjamin Franklin, and Kevin Collins as Thomas Jefferson.
